Whose responsibility is it anyways?

Had this not been public place would the people have littered the surrounding like this? Did I heard someone saying no. Then, why is it that we don't hesitate to dirty the public place?

Whose resposibility is it to clean those litters? Shouldn't the puja committee provided dust bins for the venue?
