State Level Painting Competition on Energy Conservation-2012

On 9th of November, 2012, NHPC Limited under the aegis of Bureau of Energy Efficiency (BEE) and in association with Department of Elementary Education, Government of Arunachal Pradesh conducted the State Level Painting Competition on Energy Conservation.

Around 50 students of class IV to VI standard, selected from about 130 participating schools in the School Level Painting Competition took part in the State Level Painting Competition on Energy Conservation. The topics on which the participating children were to draw/paint were:

  1. Save Electricity to Energize More Homes.

  2. Save energy, Save money and

  3. When it is bright, switch off the light.

The first prize of Rs. 10,000/- was bagged by Sourav Jyoti Kachari, a class VI student of V.K.V, Itanagar whereas 2nd and 3rd prizes with prize money of Rs. 8000/- and Rs. 5000/- respectively were bagged by Ankita Manna of KV No.-I, Itanagar and Paoncha Rajkumari of R.K. Sarada Mission Girls School, Khonsa respectively. The winners get chance to represent the state of Arunachal Pradesh in the National Level Painting Competition on Energy Conservation at Delhi on 12th December, 2012.

An open-letter to all the "Bandh" callers of Arunachal Pradesh

Dear President of [put your organisation's name],

Lest you feel that I'm against your organization and invite unnecessary attention to myself, let me make myself clear at the very outset that I'm not writing in to protest or to criticize your organization's act of repeated call of "Bandhs". In fact, I'm writing in to show my solidarity and gratitude for your frequent "Bandh-Calls". You are doing yeomen service to the people of Arunachal Pradesh by calling "Bandhs" and I highly respect and support your cause/s-be it political, apolitical, personal, non-personal, profit, non-profit or even the "Bandh-Call" against "Bandh-Call", of which I believe that even the Apatani Protagonist would surely agree with.

Had it not been for your "Bandh" call, we wouldn't have this "quality time" with our family that we forgot in the midst of our daily chores of running around to make our ends meet. Now that you've called a "Marathon Bandh" giving us whopping 4 days of "quality time" with our family, we are really indebted to your organization.

The general public is of the opinion that the development of the state has taken a backseat due to your organizations's frequent "Bandh Calls". I say, to hell with your opinion. You and your organization are doing great job by letting the public servants of the state avail paid absence from their duty and they are indebted to you and your organization. Their only complaint though, is that two of your organizations are calling the "Bandh" on same day, therby depriving them of one more paid absence from their duty. They would really appreciate if one of your organization defer their "Bandh" call to another day not coinciding with any other organization's "Bandh" call. Further, they have a request that kindly prepare your annual schedule of "Bandh Calls" and circulate in the greater interest of the salaried personnels so that they can plan their station leave in advance taking into consideration the scheduled "Bandhs".

The Business Communities of Arunachal Pradesh are complaining that their business are dipping owing to your frequent "Bandh Calls". I say, are you kidding! What abour the profit made by you during the non-"Bandh" period by charging us above MRP's in the product/goods, huh! You and your organization are doing great service to the consumers' by making the business establishment shut down their shutters and letting the consumers' pay back the businessmen by not letting the consumers' making any purchase during the "Bandh" period. The consumers' of Arunachal Pradesh thank you for your kind act.

Elected representatives of Arunachal Pradesh are complaining that their business of developing the state is getting hampered owing to your frequent "Bandh-Calls". I say, excuse me, sir! But for their organizations' frequent "Bandh Calls", you are getting this opportunity to remain absent from your duty and head off to foreign tour or to some farm houses in some exotic location. So, you and your organization are doing great services to our politicos too.

I say, keep-on doing the good work that you are doing and don't listen to what your detractors have to say about your act. After all, you are doing the act in the interest of the people and the development of Arunachal Pradesh and one day, who knows, you and your organization may bring laurel to the state by making Arunachal Pradesh a numero-uno state in the country in terms of number of "Bandh" calls in a year. Amen.

Long live "Bandh culture".

Would we see Pradeep Thakur Issue finding logical end anytime soon?

The so called "Pradeep Thakur imbroglio" has given, so far three "Bandhs" to the residents' of Twin Capital City of Naharlagun and Itanagar; and going by the developments in this issue, the solution seems nowhere near the horizon. Atleast not until, NES and ANSU are ready to accept solution other than their laid down demands which are:

  1. Immediate arrest of Pradeep Thakur

  2. Unconditional apology from Pradeep Thakur

  3. Revealation of Source of deregatory remark

  4. Detailed call records of his two phone numbers.

So far, the Times of India Group has pulled down the content that offended the Nyishi Community of the State and had given an apology on the issue on 26th of May, 2011. Further, the journalist in question, one Pradeep Thakur is supposedly on anticipatory bail over the issue and has tendered his unconditional apology; the video footage of which is available online on social networking sites like Facebook etc. For wider circulation, the tendered video apology is embedded herewith, if it helps mitigate the issue.


However, all this effort by Times of India group and the State Government who went ahead and brought the video footage of apology of Pradeep Thakur did not help to resolve the issue once and for all. Apparently, may be because so far the source of remark has not been divulged or the details of call records has not been given.


But the question is, would all these "Bandh Calls' be enough to make the ToI Group or one Pradeep Thakur to divulge the source of remark? What if ToI group declines to reveal the source of remark? What if they invoke "Reporter's Privilege"? In that case, are there any alternatives to bring the issue to the logical end other than accept the fact that ToI has pulled down the content and has apologized and Pradeep Thakur has issued a video apology? I guess not. Or are there any?


By dragging the issue, the remark over which the NES and the ANSU started the fight for their community, would be re-quoted again and again while reporting about the issue, thereby defeating the sole purpose of fighting for the issue. Further, the people, who initially empathized with the Nyishi Community over the derogatory remark by one Pradeep Thakur may start believing that the whole issue is not about remark on Nyishi Community but entirely political, as is being discussed in some pockets.


While the issue may not come to logical end soon, (not until NES and ANSU accept the solution other than their demands) it would surely make the reporter, who was a non-entity prior to May 4th, 2011, (In)famous; let that "derogatory remark" alive forever and subject the resident's of Twin Capital City of Naharlagun and Itanagar to further hardships as they are being subjected to for 48 hrs since 0500 hrs of 5th of September, 2011.

The Quintessence of Apatani Language (Prelude)-Book Released

[caption id="attachment_679" align="alignleft" width="148"]The Quintessence of Apatani Language (Prelude) Book Cover[/caption]A book on Apatani Language titled “The Quintessence of Apatani Language (Prelude)” was launched by Hon’ble Minister for Power, Forest, Environment and Parliamentary Affairs, Setong Sena on Dree, July 5 last at Ziro.


The Book is authored by Nending Ommo, a young Linguist serving as Assistant Professor at Rang–Frah Government College, Changlang. He has two Masters of Arts in English and Linguistics and an MPhil in English. He is registered for PhD at Deccan College Post Graduate & Research Institute, Pune.


The book underscores on the importance of preserving Apatani language, talks on the linguistic affiliation of Tani Languages, spotlights on the dialectal variations in Apatani, highlights on the provisional phonetics of Apatani language, accentuates on the exigency to standardize orthography, discusses the limitations of Tani Lipi with regards to Apatani etc.

The Mystery Caller at Large

April 30, 2011, Pawan Hans helicopter carrying CM Dorjee Khandu and two passengers took off from Tawang at 9:56 am and lost radio communication after 20 minutes. By around 12:30 pm news of the missing chopper was broke out in news channels. Search operations were pressed on. Meanwhile, Principal Secretary to CM received a call informing him about the safe emergency landing of the chopper somewhere in eastern Bhutan in a place called Tapurejho. Similar information is reported to have received by IG SSB and IG Law and Order Assam. Then around 3 pm interviews were given by top brass of the state, including Governor Gen (retd.) JJ Singh, to various news channels about safe landing of the choppers. Later sources from Bhutan denied having any report of emergency landing of the chopper in Bhutan. Thereafter, in following days based on the images taken by ISRO satellite and IAF Sukhoi 30, search operations were finally zeroed in to Nagajiji area in Indo-Bhutan border west of Sela Pass. On the fifth day, some villagers spotted the debris of the chopper some kilometers east of Sela Pass.

Appears like a plot of mystery movie.

Who is this anonymous caller? Did he have prior information that the chopper is going to crash on its route? Did he call all these important persons to misguide and delay the search and rescue operations so that the survival possibilities from the crash are minimized? Whoever be this anonymous caller, he doesn't appear to be ordinary mischief monger who made prank call for fun. He knew the contact numbers of persons who matter. The Principal Secretary to CM even thought he was Khandu himself.

How could the likes of the Governor of Arunachal Pradesh, the Principal Secretary to CM and others be so easily duped by the anonymous call? Have any effort being made to trace the caller? Indeed the inclement weather and the terrains of Tawang and West Kameng Districts made ISRO's satellite and IAF aircraft so difficult to trace helicopter which crashed only few kilometers away from where it lost the radio communication?

Indeed, was there conspiracy behind the chopper crash which killed the CM of Arunachal Pradesh? Or is it just a wild speculation?

Where were the students' community when AU was being re-christened to RGU? - A second thought

In my earlier post I had questioned the students' community where were they when Arunachal University was being re-christened to Rajiv Gandhi University. In fact, I was  wrong when I questioned that, because it has been learnt from sources that while the Government was re-christening Arunachal University to Rajiv Gandhi University, not only did the students' community protested but the teaching fraternity of the then Arunachal University did protested too. But then, why the protest was not so strong so as to stop re-christening of the University? Was it because the legislators had assured them that this was the only way to get deemed University status? Or were there other reasons? Now, on second thought, would Arunachal University hadn't got University status had it not changed it's name?

Almost 3 years and bank yet to recover it's overdue loan amount

One of the key thrust areas announced by the Government when Dorjee Khandu took over the reign of state from the then Chief Minister Gegong Apang was to revive the sick lone state owned bank Apex Bank and to re-instill the faith of customers'. In this direction, the state government had taken a loan of Rs. 225 Crores from Hydro Power giant NHPC Limited at an interest rate of 9% per annum to be adjusted against the 'free power' to the state from 2000 MW Subansiri Lower H.E. Project after its' commissioning. With that amount the government somehow managed to make the bank sail through the phase, when the bank was in the verge of collapsing and to retain its' license. And in order to re-instill the customers' loyalty, the government announced rigorous recovery drive from the defaulters and to hand over the inquiry to CBI for all the mess that the lone state owned bank fell into. That was during the second quarter of year 2007.


Now coming back to present, it has been around 3 years since the announcement and Dorjee Khandu has been re-instated to 2nd term in office. So, where do our government stand on that front? Was the government or the bank able to completely recover the overdue loan amount from defaulting customers in these 3 years? I guess not. Because, through the March 18th edition of 'The Arunachal Times', the Apex bank has announced launching of recovery drive from May, 1st and has offered OTS (One Time Settlement) Scheme to settle the overdue loans of the defaulters.

ITANAGAR: Apex Bank authority has decided to launch recovery drive against defaulting borrowers from the first of May next.



The bank has launched one time settlement (OTS) scheme to settle the overdue loans of the defaulters, a release of the Bank said, and requested all the defaulters to opt for the scheme at the earliest.



The bank further appealed to the state and central govt authorities to obtain ‘no objection certificate’ from the bank before releasing any payment to their contractors/suppliers which would help the bank recover dues.


But, when government announced rigorous recovery drive almost 3 years back what took it so long for the bank to launch the recovery drive? But hey! if I remember well, didn't the bank earlier also announced one time settlement (OTS) scheme for settlement of overdue loans? If so, then how many more OTS scheme would be offered to the defaulting customers'? Is the bank and the government indeed serious about recovering the loaned out amount from the defaulting customers? Or as I put earlier, was it (announcement of rigorous recovery drive and CBI inquiry into the Apex Bank mismanagement) a gimmick just to subdue the initial outrage of people who felt cheated off their hard earned money?

Rambling on recent events of Arunachal

Government takes INR 300 crore loan to pay its' employees arrear


On March 11, Chief Minister Dorjee Khandu, in a harried press conference at his official residence, announced with much fanfare that in order to keep his promise to it's employee to pay the balance 15th month arrears by March 2010; the Arunachal Pradesh Government has taken an interest free loan of Rs. 300 crore from Center payable in 20 years.


Well, may be with that move the government was able to provide a 'band-aid' solution to keep it's employees' happy but how do the government plan to pay the monthly salary of 80,000 odd employees in future when it says it does not have it's own resources? Also how do the government plan to repay the interest free loan amount of Rs. 300 Crores? Doesn't government creating liabilities for us? Should we always look upto the Centre with 'begging bowls' instead of thinking ways to create our own resources?


Anti-Dam equals Anti-Arunachal


During the same press conference, Chief Minister dubbed those protesting against dams in Arunachal as an anti-Arunachal. Oh my! with that statement Mr. Khandu stirred the 'hornet's nest'. Plethora of condemnation poured in right from ACR to those protesting against dams against his statement terming - his statement tries to curb the 'freedom of expression and freedom of right to live' and asked him to withdraw the statement. Of which the CM responded by saying that he was 'misquoted'. He assured that he is against any forceful displacement of population to materialize coming up of hydro-projects. Besides, Mr. Khandu stated that majority of the awarded hydro-power projects are RoR (Run-of the-River) scheme projects with no or negligible submergence.


There comes my question, though the same has been put forward by Bamang Tago, ACR Chairman as well. Well CM Sir, would you care to quantify how much submergence is called submergence or is negligible submergence or no submergence at all?


Considering the general layout of any hydro-electric power plant, I assume the hydropower plant requires a pondage for availability of water for generation and for creation of head. So, does RoR scheme Hydro Projects does not require pondage (in other words dams)?


While we are on the topic of dams in Arunachal, let me put some more words on it. Right from small to mega hydro projects, the state government has so far awarded about 100 projects to developers' with around 34000 MW of installed capacity. I wonder if such huge amount of hydro-potential needs to be tapped right now. The government says that it will earn revenue for state from sell of this power. But the question is, whom the state government envisage to sell this power to when it is said that owing to constraint in laying of transmission line in the 'chicken-neck corridor', there is constraint of evacuation of power to other beneficiary states out of North-East. It is said that the present capacity to evacuate power from the existing transmission line is only about 6000 MW. So, is it wise on our Governments part to award hydro-projects right and left without thinking of how to evacuate it? Why don't the government consider tapering tapping of hydro power potential of the state? Atleast it would give some time till the transmission utility company PGCIL overcome the present constraint of evacuating only about 6000 MW of power. And by the time may be people would also understand the merit and demerit of having hydro-power plants better.


AAPSU demands renaming of RGU to Arunachal University


On 18th, AAPSU staged dharna infront of Assembly demanding renaming of Rajiv Gandhi University back to Arunachal University. Though, I too agree that we should have our university named indigenously but, the question is where were the students' body when Arunachal University was re-christened Rajiv Gandhi University in the first place? Had they protested then and there, this situation would not have arrived. On the lighter note, would the government be bold enough to disgrace Gandhi dynasty by scrapping the Gandhi name from University when it has just got sanctioned loan amount of Rs. 300 Crore to pay to it's employees'?


NES demands creation of Department of Nyishi affairs in line of Department of Tirap and Changlang with annual budgetary allocation of Rs. 100 Crores.


I respect the concern of 'Elites' towards socio-economic development of their community and surely the government should look into the matter to develop the rural areas. But then wouldn't this demand sow seed for division of state on the basis of different communities of the state on the ground of development or non-development of their areas? What I feel is, it is not the quantum of amount sanctioned for particular area development but it is how the amount is utilized by the implementing agencies, which is much of siphoned off before it reaches to actual beneficiary. What do you say?

How to energize yourself at work?

Feeling tired! Bored! Or feeling low at work? Just take a swig or two..and voila you’re energized and it’s o.k. too says our Home Minister Tako Dabi.
Tako Dabi says it's ok for cops to drink while on duty.

Tako even emphasised on the fact that drinking on duty can help energise them.

"Normally an officer on duty or in office does not drink but in case they take a swig or two that is absolutely normal. Behaviour after drinking would be wrong. Look at us, how much do we drink. It is energizing," he said.

So, what if we are loitering around on the streets at night after a drink or two. Would we be questionable in front of law enforcing authorities? After all, we are just energizing ourselves, aren't we Mr. Minister?

Dorjee Khandu set to become CM for second term

Putting rest to speculation surfaced prior to Arunachal Pradesh going to polls on October 13th that the Pradesh Congress was divided over post of Chief Ministership with Dorjee Khandu and Nabam Tuki trying to outdo each other, the newly elected Congress legislators in a CLP meeting today unanimously elected Dorjee Khandu as the leader of Congress Legislature Party.

He is set to become Chief Minister for second term once a formal nod is given by the party president.

Should Dorjee Khandu continue as CM of Arunachal?

No, says the Arunachal Youth Federation, when media speculates that Dorjee Khandu is set to take over the reign of the state for second term.

The reasons (source -The Arunachal Times):

  1. The state has seen deteriorating law and order problem, nepotisms and corruption reaching its peak under his regime.

  2. His close affinity with the spiritual leader Dalai Lama and his cultural and social similarity and his deep concerned for the Tibetan cause.

  3. Highest rate of corruption especially in department of Hydropower and civil supply during his regime and

  4. Repeated Chinese claim during his regime.


Well, what do you think about their allegations?

Outcome of Election Result brings Capital of Arunachal to standstill

Have you been following Arunachal Diary's tweet recently? Then, you might remember that yesterday I tweeted (1, 2, 3) about commotion at Itanagar which resulted in closure of shops and deployment of para-military forces all along Itanagar and Naharlagun township.

The commotion at twin-township of capital complex, according to report appearing in today’s edition of The Arunachal Times, was resultant of the outcome of result for the candidature of Itanagar constituency. The supporters of losing party i.e., INC went on rampage threatening the shops at Naharlagun, Itanagar and Ganga to down their shutters moving in a group in about 10 vehicles. The reporter, who was witness to the entire mayhem at Akashdeep complex at Itanagar, put their act akin to the act of ‘Taliban’.
Group of people in around 10 vehicles zooms past market area and asks all the shops to close their shutters. In helter-skelter everybody close shops and run for the cover. Well, this is not the scene from any Hindi Movie; this was the scene at Akashdeep Market in central Itanagar on Friday.

Capital Complex police have arrested 7 people in this regard and all have been put behind the bar.

According to the police all the detained men are supporters of Indian National Congress (INC) and further investigation is on.

Those guys sitting in a car and shouting all shops to close, was so much behaving like way Taliban often does in Afghanistan. They had no regards for law of the state and were having fun by creating terror.

Now I wonder, why was Cr.PC 144 withdrawn just after the counting day by the district administration when it was clamped anticipating disturbance owing to outcome of result of Itanagar constituency? Had it been enforced for another couple of days, I guess we would have not witnessed the commotion as we witnessed yesterday; luckily no loss of life or property was reported.

Also it has made me wonder, why can't the losing party or it's supporter take the defeat gracefully?

Arunachal Assembly Election-2009 Results-Live Update

Counting of votes has started and by evening fate of the contesting candidates would be known. Arunachal Diary would try to update the Assembly Election -2009 Results live. Do watch this space.

I wonder what would be Beijing's reaction to this visit considering the resentment shown by Beijing when he visited Arunachal the last time.

Was the report by Times Now news channel on Chinese incursion into Arunachal Pradesh farce?

I had never been a fan of Indian private news channel because of their insensible reporting and their dubious distinction of sensationalizing the case to increase their TRP ratings. And when it comes to reporting on North-Eastern states (which is negligible), these news channel has almost made us to believe that the news report would always be far from the truth and would be based on concocted facts to make the viewers believe what they want to project.

Take for example the case of NETV that we reported earlier. The news channel in order to sensationalize the case, reported that National Liberation Front of Taniland (NLFT) is an ‘Apatani’ underground outfit fighting for separate homeland for Apatani Community. That, their headquarter is based at Ziro-the primary dwelling place of Apatani community, which is some 15 kms from China border. The report-all farce and based on concocted facts.

Now, it is turn of yet another news channel, Times Now, who I presume, in their over-zealousness to report on recent Chinese incursion into Indian territory had presented a report based on concocted facts to the viewers.

How do I say that?
